The short version of this story seems to be that the Treasury department is not really requiring banks to use the first portion of the bailout money to make loans.
In fact, the Treasury Department seems to be encouraging banks to buy one another up.
Is there any argument for this? Can it really be official policy?

Police and firefighters were set to go street-to-street with bull horns over the weekend to direct people to leave. Unlike Hurricane Katrina, there will be no shelter of last resort in the Superdome. The doors there will be locked.
Those among New Orleans’ estimated 310,000 to 340,000 residents who ignore orders to leave accept “all responsibility for themselves and their loved ones,” the city’s emergency preparedness director, Jerry Sneed, has warned. (MSNBC)
Why, three years after Katrina, is there no shelter of last resort in New Orleans? I understand that they want people to get out, but is it better to potentially let 50 people drown than to accommodate 200 in a public space? And isn’t that exactly the government’s role here, to provide “last resort” protection? I don’t get it.
